Commissioned by Calne Town Council and produced in conjunction with Wiltshire Council spatial planning the Vision and Scoping study sets out the aspirations to guide action in the town over the next 15 years.
The project consultant team: White Design Associates, Jones Lang LaSalle and Townswork undertook a four stage process collating baseline studies, facilitated public consultation, a strategic evaluation of results with identification of issues and opportunities and a delivery plan for the town. The study identifies the recommendation for a neighbourhood plan which may also include the Calne Community area’s five villages.
The study is arranged using the Five Capitals framework for sustainable development which divides the strategy and delivery plan into: natural capital, human capital, social capital, manufactured capital and financial capital. The framework is used as a decision making framework to provide balanced outcomes by identifying risks and opportunities within each capital framework.
The study identified the town centre as the focus for improvement and development with an emphasis on employment opportunities and mixed use development.
